ASI on a bomb decreases the time it takes to 'lift' a bomb. This of course is a small fraction of the time it takes to actually use one and, as you noted, is more or less negligible.

If you're looking to get a swiftstrike as a bomber, I'd still recommend it, though; while it won't do much for your bombs, it will noticeably speed up any sidearms you're carrying, which translates to more time you can spend prepping and laying bombs.

Exactly what Red said, though it also reduces the time it takes to put down the bomb (in case you don't fully load it), which means it shorten the delay needed to shield.

It's still negligible. On the other hand, a friend bomber reported that using Quicksilver gives a non-negligible boost of walking speed when using bombs that slow you down a lot (for example Big Angry Bomb).
