Granted, but everyone left the country that had the tariff, meaning no-one could pay the tax. So there wasn't enough money to fund it.

Granted. Nothing in particular happens, and you eventually realize that you just wasted a perfectly fine wish. In fact, you realize that you have just squandered the one wish that would not be corrupted on meta-wishing. That dawning revelation slowly drives you to madness as you think of all the things you always wanted, but can no longer acquire after the loss of that wish. In your descent into madness, you scour the world for leads on more wishes, you wish on every shooting star, rub every lamp, and beseech every wizened old hermit you find.

Then you get hit by a car while looking up.
